Abstract

Purpose

There is no proposed solution to address the unresolved issues of constructing the Chinese university intellectual property information service system (IPISS) to promote the whole process service efficiency of IP creation, utilization, protection and management. The purpose of this paper is to propose a complete system, including theoretical framework and system development which addresses the existing difficulties to IP create, protect and transfer for researchers in universities. The paper shares the practice of utilizing the system developed by Wuhan University IP research team known as Wuhan University Intellectual Property Information Service System (WHU-IPISS).

Design/methodology/approach

First, the IPISS of 23 universities in China was investigated on the internet. Aiming at the deficiencies of the system, such as single service type, lack of patent display window, low management efficiency. This paper constructs the theoretical framework, proposes the IP ecological chain model, divides it into four sub-chains and carries on the functional design. Further, under the theoretical framework, the IPISS was developed, including the resource supply management system, user demand matching system, resource assessment system and expert support system. Finally, the system was applied to Wuhan University to provide IP services in the whole process for university researchers.

Findings

WHU-IPISS realizes the functions of IP resource supply, demand matching, value evaluation and expert support. It solves the IP needs of university researchers and provides a guarantee for their technology research, patent portfolio, patent transfer and patent rights protection. It also improves the efficiency of IP service and can construct the IP ecosphere in universities.

Originality/value

The WHU-IPISS solution resolves issues of “How to develop the university IP whole process service model, fulfilling the IP service needs for universities' researchers”. The software will be released as open-source for other universities' use. The publishing model is also useful for those universities that intend to implement the IPISS.

Abstract

Purpose

Detection of hidden defects of aluminum alloy plate with damping coating is a challenging problem. At present, only a few non-destructive testing methods exist to address this engineering problem. Without the restriction of skin effect, remote field eddy current (RFEC) overcomes the interference caused by the damping coating. The RFEC, which has potential advantages for detecting the hidden defects of aluminum plate with damping coating, can penetrate the metal plate to detect buried depth defects. This study aims to test how thick the RFEC sensor can penetrate the metal plate to detect the buried defects.

Design/methodology/approach

The magnetic field distribution characteristics are analyzed, the magnetic field intensity distribution is calculated, and the structure and parameters of the coil, magnetic circuit and shielding damping are determined through the two- and three-dimensional finite element simulation methods. Optimal excitation frequency is obtained, and the distance between the excitation coil and detection coil is determined by analyzing the relationship between excitation frequency and remote field points.

Findings

Simulation and experimental results verify the feasibility of applying the RFEC detection technology in detecting the hidden defects of aluminum alloy plate with damping coating.

Originality/value

In this paper, the RFEC testing model of hidden defects in aluminum plate sample with damping coating is established by using the finite element method.

Abstract

Purpose

The purpose of this paper is to propose a debt rating index system for small industrial enterprises that significantly distinguishes the default state. This debt rating system is constructed using the F-test and correlation analysis method, with the small industrial enterprise loans of a Chinese commercial bank as the data sample. This study establishes the weighting principle for the debt scoring model: “the more significant the default state, the larger is the weight.” The debt rating system for small industrial enterprises is constructed based on the standard “the higher the debt rating, the lower is the loss given default.”

Design/methodology/approach

In this study, the authors selected indexes that pass the homogeneity of variance test based on the principle that a greater deviation of the default sample’s mean from the whole sample’s mean leads to greater significance in distinguishing the default samples from the non-default samples. The authors removed correlated indexes based on the results of the correlation analysis and constructed a debt rating index system for small industrial enterprises that included 23 indexes.

Findings

Among the 23 indexes, the weights of 12 quantitative indexes add up to 0.547, while the weights of the remaining 11 qualitative indexes add up to 0.453. That is, in the debt rating of the small industry enterprises, the financial indexes are not capable of reflecting all the debt situations, and the qualitative indexes play a more important role in debt rating. The weights of indexes “X17 Outstanding loans to all assets ratio” and “X59 Date of the enterprise establishment” are 0.146 and 0.133, respectively; both these are greater than 0.1, and the indexes are ranked first and second, respectively. The weights of indexes “X6 EBIT-to- current liabilities ratio,” “X13 Ratio of capital to fixed” and “X78 Legal dispute number” are between 0.07 and 0.09, these indexes are ranked third to fifth. The weights of indexes “X3 Quick ratio” and “X50 Per capital year-end savings balance of Urban and rural residents” are both 0.013, and these are the lowest ranked indexes.

Originality/value

The data of index i are divided into two categories: default and non-default. A greater deviation in the mean of the default sample from that of the whole sample leads to greater deviation from the non-default sample’s mean as well; thus, the index can easily distinguish the default and the non-default samples. Following this line of thought, the authors select indexes that pass the F-test for the debt rating system that identifies whether or not the sample is default. This avoids the disadvantages of the existing research in which the standard for selecting the index has nothing to do with the default state; further, this presents a new way of debt rating. When the correlation coefficient of two indexes is greater than 0.8, the index with the smaller F-value is removed because of its weaker prediction capacity. This avoids the mistake of eliminating an index that has strong ability to distinguish default and non-default samples. The greater the deviation of the default sample’s mean from the whole sample’s mean, the greater is the capability of the index to distinguish the default state. According to this rule, the authors assign a larger weight to the index that exhibits the ability to identify the default state. This is different from the existing index system, which does not take into account the ability to identify the default state.

Abstract

Purpose

The purpose of this paper is to investigate the interrelationships among coffeehouse brand experiences, customer satisfaction and perceived value in generating patrons’ repeat purchase intention.

Design/methodology/approach

The survey sample consisted of 379 coffeehouse patrons who visited an international chain coffeehouse in a metropolitan city of South Korea.

Findings

The results of the structural equation modeling revealed that a coffeehouse brand experience exerted a significant influence on customer satisfaction and perceived value. The repurchase intention was found to be a significant and positive function of customer satisfaction and perceived value. Moreover, the result of the metric invariance test demonstrated a significant moderating impact on the relationships between coffeehouse brand experiences and customer satisfaction, coffeehouse brand experiences and perceived value, and customer satisfaction and repurchase intention.

Research limitations/implications

An examination of the moderating role of switching costs demonstrated that the relationships between coffeehouse brand experiences and customer satisfaction, between coffeehouse brand experiences and perceived value and between customer satisfaction and repurchase intention differed across switching costs groups. More specifically, the relationship strength was greater for the high group of switching costs than for the low group.

Originality/value

The present study provides coffeehouse management with a better understanding of the underlying mechanism of patrons’ repurchase decision generation process.

Abstract

Purpose

The purpose of this paper is to predict and control the composition during laser additive manufacturing, since composition control is important for parts manufactured by laser additive manufacturing. Aluminum and steel functionally graded material (FGM) were manufactured by laser metal deposition, and the composition was analyzed by means of spectral analysis simultaneously.

Design/methodology/approach

The laser metal deposition process was carried out on a 5 mm thick 316L plate. Spectral line intensity ratio and plasma temperature were chosen as two main spectroscopic diagnosis parameters to predict the compositional variation. Single-trace single-layer experiments and single-trace multi-layer experiments were done, respectively, to test the feasibility of the spectral diagnosis method.

Findings

Experiment results showed that with the composition of metal powder changing from steel to aluminum, the spectral intensity ratio of the characteristic spectral line is proportional to the elemental content in the plasma. When the composition of deposition layers changed, the characteristic spectrum line intensity ratio changed obviously. And the linear chemical composition analysis results confirmed the gradient composition variation of the additive manufacturing parts. The results verified the feasibility of composition analysis based on spectral information in the laser additive manufacturing process.

Originality/value

The composition content of aluminum and steel FGM was diagnosed by spectral information during laser metal deposition, and the relationship between spectral intensity and composition was established.

Abstract

Purpose

The purpose of this study was to examine the influence of digital government innovation on transformational government. Digital government innovation is ordinarily implemented as means for the creation of public value. However, realisation of benefits from the digital government platforms has proved to be a challenge, and great discrepancy has been observed in the extent of public value generated, pointing to lack of innovativeness in resource-constrained environments. This research investigates the influence of digital government ambidexterity as an innovation strategy in enhancing transformational government (T-Gov). The authors develop hypotheses relating to digital government ambidexterity with two factors of innovation for enhancing T-Gov: exploitation incremental digital innovation and exploration radical digital innovation.

Design/methodology/approach

The hypotheses are tested using a sample size of 690 citizens interacting through digital government platforms. The authors identify exploitation incremental digital innovation and exploration radical digital innovation as factors, and how these factors of digital government ambidexterity influence information quality for public value creation. The success of T-Gov is associated to the implementation of digital government policy which moderate the relationship between digital government ambidexterity and information quality.

Findings

The empirical outcomes suggest that exploitation incremental digital innovation and exploration radical digital innovation positively influence information quality, thereby leading to public value, and this result become successful if there is implementation of digital government policy. Treating the two factors of digital government innovation as complementary leads to public value creation.

Research limitations/implications

Limited time and funds to conduct a country comparative study. The study only focused on urban municipalities, of which it would be interesting to explore rural municipalities.

Practical implications

Adoption of MunINFORQUAL model for promoting digital government platform utilisation by citizens.

Social implications

The utilisation of digital government platforms would improve citizens’ lives in a number of ways. For instance, citizen municipal interaction for service delivery and social benefits through instant notifications of developmental projects.

Originality/value

This paper contributes to the research literature on digital government innovation particularly from resource-constrained environments. Also, the study provides new empirical test using a data set of 690 citizens interacting through digital government platforms.
